The Council on Governmental Relations (see www.cogr.edu) has recently issued an interesting (and worrisome) report titled Research Impact under COVID-19: Financial Crisis and the "Pandemic Normal" which seeks to map out the "pandemic normal" for research under COVID-19, and how this differs from normal the normal research environment, and to model the overall impact of COVID-19 on the research enterprise. Their work focuses heavily on extramurally (governmentally) funded research, and as with so much work in this area, emphasizes laboratory based research, so while it does recognize some effects on areas outside of science and engineering, it doesn't spend much time on these disciplines.
