Many CNI-announce readers will have seen the recent very welcome announcement of the NSF-led collaboration for a pilot National AI Research Resource (NAIRR) (see https://new.nsf.gov/news/democratizing-future-ai-rd-nsf-launch-national-ai). My understanding is that the full NAIRR program is pending congressional funding, but this is an important step.
