I wanted to share this announcement from CODATA of a major new two year FAIR data initiative called WorldFAIR funded under the European Commission's Horizon Europe Framework Program. One of the most interesting aspects of this to me is the detailed disciplinary examinations of FAIR issues, which underscore just how challenging and discipline specific achieving the promise of FAIR data is likely to be.

CODATA is delighted to announce the launch of a major new project: ‘WorldFAIR: Global cooperation on FAIR data policy and practice’, funded by the European Commission through its Horizon Europe Framework Programme.

I wanted to share this useful update on Project JASPER, which brings together a number of partners to try to advance the preservation of open access journals (and particularly smaller scale, "diamond" open access journals. The work has its origins in studies by the wonderful Keepers Registry project that's now hosted at the International ISSN center in Paris, which has been trying to gather data on how well we are doing collectively on preserving periodicals and journals. Structurally, there's a particular problem with journals that are open access, particularly if they are small and/or precariously funded. A number of the participant Keepers organizations joined with the Registry to try to systematically address this problem. There's a great deal to be done here, and I know that JASPER would welcome the participation of interested CNI member institutions. See

The Frontier supercomputer at the Oak Ridge National Lab (a Department of Energy facility) represents a major milestone in the path to Exascale high performance computing. I've participated in several of their recent workshops, including this most recent one, and have found them informative. From the latest workshop, I want to particularly flag the presentation by Bohyun Kim, AUL for Information Technology at the University of Michigan Library, on Machine Learning: A New Tool for Libraries and Archives as being of particular interest to the CNI community; it looks closely at a number of specific machine learning applications. Last week, the US Networking and Information Technology Research and Development Program held a full day 30th Anniversary Celebration; I had the opportunity to watch most of it live, and there's a lot of really informative material here, though watching it all is a significant time commitment. If you aren't familiar with the work of the NITRD program and the National Coordinating Office (NCO) it's certainly worth at least browsing the agenda and sampling the recorded presentations. This is a really significant, high-impact program. See

The National Science and Technology Council issued an important report last week titled "Desirable Characteristics of Data Repositories for Federally Funded Research". This pulls together a good deal of work, including the responses to an Office of Science and Technology Policy request for comments in early 2020, and some of the evolving thinking coming out of the National Institutes of Health on FAIR data and the roles of specialist vs. generalist repositories.

We especially invite briefings on recently published reports, and updates on new or ongoing projects, programs, or organizations that may have reported at CNI in the past. Anyone may propose a pre-recorded project briefing, including groups/individuals from non-member institutions and organizations. Videos will NOT BE SCHEDULED for viewing at a pre-arranged time; rather, they will be available ON-DEMAND, released as a collection, and accompanied by a guide for contextualization. Their availability will be announced on CNI’s listserv, website, and social media outlets. No more than 12 pre-recorded project briefings will be accepted for each edition; we expect to issue calls for proposals approximately every two to three months.

In the past week or so there have been several interesting developments in quantum science and quantum resistant cryptography. The Biden administration has issued this fact sheet summarizing its activities

and more specifically, National Security Memorandum 10 on implementation of quantum resistant cryptographic systems. It is expected that the National Institute of Standards and Technology (NIST) will be making some additional announcements in the near future as it continues its work in selecting quantum-resistant cryptographic algorithms. The US National Academies has just released an important report on the implications and promises of automated research workflows on scientific discovery. These workflows combine computation, lab automation, and machine learning/AI in various ways that are having transformational impact on research in various disciplines. The committee that authored the report was chaired by University of Michigan Professor Emeritus Dan Atkins, who is well known to the CNI community for the "Atkins report" on Cyberinfrastructure, his work as the first director of the NSF Office of Cyberinfrastructure, and as a recipient of the Paul Evan Peters award in 2008. Two fellowships will be awarded in 2022: One to a doctoral student in the amount of $5,000 per year, to be awarded two consecutive years. One to a master’s student in the amount of $2,500 per year, to be awarded two consecutive years. Edition Guide Coalition for Networked Information Pre-Recorded Project Briefing Video Series April 2022

Welcome to the inaugural edition of CNI’s Pre-Recorded Project Briefing Video Series . Approximately every three or four months, CNI will release a new collection of videos aimed at providing timely reports on projects, events, and other initiatives or issues of interest to the community. We are pleased to introduce the first edition, which includes 10 pre-recorded videos on a wide array of topics.

This document contextualizes the briefings and serves as a guide to the collection. The videos highlight current issues in digital information and reflect CNI’s ongoing programmatic interests. They showcase projects and initiatives across the community and spotlight important developments around scholarly communication, teaching and learning, digital collections, and more. The value of collaboration is a theme that particularly stands out in this first collection.

It is in that spirit that Gardner Campbell, associate professor of English at Virginia Commonwealth University, welcomes viewers in "The Public Debut of a Dream": Doug Engelbart's "Augmenting Human Intellect: A Conceptual Framework" 60 Years On . In this fascinating briefing, Campbell surveys the landscape of Engelbart’s imaginative, audacious 1962 framework for how networked computers could help advance human creativity and productivity. The Doug Engelbart Institute is honoring the 60th anniversary of the framework this year with new opportunities to explore Engelbart’s vision of human-computer co-evolution. Campbell reflects on the framework’s importance alongside Engelbart’s contemporaries and enthusiasts, and I think CNI members will find this briefing’s connection to CNI and opportunities for engagement particularly intriguing.
