FALL SYMPOSIUM 2006: CONVERTING AND PRESERVING THE SCHOLARLY RECORD

News of digitization projects for scholarly materials reaches us almost daily.  How will digital resources remain accessible over time? In order to discuss this and other questions, the University at Albany is pleased to present our fall 2006 symposium: "Converting and Preserving the Scholarly Record", Sponsored by University at Albany, University Libraries, in conjunction with the College of Computing and Information, Ebsco, ENY/ACRL and NYSHEI, October 24, 2006 in the Campus Center Assembly Hall.

While it is apparent that publishers, librarians and scholars are all beginning to rely on the benefits of digital formats, practical ways to address digital preservation must be developed and implemented in time to support unbroken, continuing access of our digital scholarship into perpetuity.

You are invited to participate in the symposium and study the issues stemming from digitization activities in substantive and provocative discussions during this day-long event.  Keynote speaker Jeffrey Horell of Dartmouth College will provide an overview of the issues. John Saylor of Cornell, Dale Flecker of Harvard University, Eileen Fenton of PORTICO, and Sarah Michalak of the University of North Carolina at Chapel Hill will present issues and emerging responses from areas where digitization is having profound impact.

ANNOUNCING: A Forum on Improving Access to Publicly Funded Research

The leadership of research universities and other research institutions will convene in Washington, DC, on Friday, October 20, to consider “Improving Access to Publicly Funded Research: Policy Issues and Practical Strategies.”

This one-day forum is sponsored by the Association of Research Libraries (ARL), the Coalition for Networked Information (CNI), and the Scholarly Publishing and Academic Resources Coalition (SPARC). The forum will take place on the day following the ARL Membership Meeting.

The morning program sessions will examine policy issues with a focus on improving access to scientific research. Speakers will address emerging government policies, motivations of funding agencies and scientists, and the challenges that the research and academic communities face as new policies are implemented. The afternoon program consists of two panels on practical solutions for implementing new policies: models for engaging and supporting faculty to improve access to their own research, and new tools and economic models that libraries are using to foster institutional publishing programs.

Ingenta Research Award

Purpose: The Ingenta Research Award is given annually by the Library Research Round Table of the American Library Association to support research projects about acquisition, use, and preservation of digital information.

Example areas of research include:

• The analysis of online journal usage data to develop conclusions and predictive models which may be used by libraries and publishers in determining future behavior
• An investigation of the issues surrounding institutional archiving, particularly costs, preservation and securing the participation of faculty
• A study of information seeking behavior of readers and/or authors
• The development of future models for verifying the relative usefulness of publications

ECAR, the subscription research program within EDUCAUSE, has issued a major report on IT and Research Computing:

IT Engagement in Research: A Baseline Study Harvey Blustain, Act IV Consulting, Inc., with Sandra Braman, ECAR and University of Wisconsin-Milwaukee; Richard N. Katz, ECAR; and Gail Salaway, ECAR. 147 pages

This study explores the practices and perspectives of IT organizations that support the academic research enterprise. To collect, analyze, and distribute information across an expanding range academic disciplines and geographic locations, research efforts rely heavily on IT infrastructure, people, and a broad range of IT services. Ever-larger data sets are being collected and shared, simulations and visualization are becoming routine tools, and the co-evolution of science and computing increasingly requires scientists to have solid grounding in information management. This ECAR study reports the results of a variety of research initiatives: a literature review, quantitative and qualitative data from 328 higher education institutions (315 U.S. and 13 Canadian institutions), and five in-depth cases studies.

Two important planning documents of interest to the CNI community have recently been issued by European groups.

The German Research Foundation (DFG) has made publicly available a new strategy paper on ICT (information and communications technology) funding strategies for the research and higher education communities. The paper is now available in English:

CNI Associate Executive Director Joan Lippincott has written a chapter, "Linking the Information Commons to Learning," which appears in a newly-published EDUCAUSE e-book entitled Learning Spaces. In the piece, Lippincott provides an in-depth exploration of the term 'information commons' and how it relates to learning. This chapter should help those involved in planning information commons make choices that ensure the space supports the academic mission of the institution.

Much of this collection will likely be of interest to the CNI community. To highlight a few chapters: Co-authors Cyprien Lomas, of the University of British Columbia, and Diana G. Oblinger, director of the EDUCAUSE Learning Initiative (ELI), discuss the alignment between the traits and habits of students and the spaces in which they work in their chapter "Student Practices and Their Impact on Learning Spaces." In "Trends in Learning Space Design," Malcolm Brown of Dartmouth College and MIT's Philip Long consider trends in both new construction and renovation, and they examine how they relate to learning theory and technological advances. Learning technologies consultant Christopher Johnson, in his chapter "Sustaining and Supporting Learning Spaces," highlights the need to support learning spaces, and provides readers with useful guidelines and examples of how some institutions have approached sustaining these environments.

ETD 2006 U.S. Regional Conference:  Revealing the Potential of ETDs

Are you thinking about implementing an electronic thesis and dissertation (ETD) program at your school?  How long can you afford to wait while your graduate research goes unnoticed?  Do you have an ETD program in place but would like to learn more?  If so, the ETD 2006 U.S. Regional Conference is the perfect venue for you.

The Conference will be held on October 27-28, 2006 at the University of Missouri - St. Louis.  The itinerary consists of a series of workshops and plenary sessions designed to provide a focus on ETD implementation issues, to highlight discussions from the ETD 2005 and 2006 Symposia and to provide a networking forum for the successful launch of ETD programs.  We have developed a program packed with outstanding veteran speakers in the ETD field.  There are session tracks for graduate school administrators, librarians and information technologists.  To make the most out of the workshops we recommend that each institution send at least one representative for each of the track areas.  Our goal is to explore and share the wealth of knowledge, experiences and resources available in order to enable each participant to return with an action plan in hand.  This is the first of what we hope to be a series of regional conferences organized by the Networked Digital Library of Theses and Dissertations (NDLTD), hosted by the University of Missouri - St. Louis Graduate School and co-sponsored by the West Virginia University Libraries.

We are pleased to be able to offer a low cost, high impact opportunity which will make a difference not only in terms of engaging more institutional involvement with ETDs and institutional repositories in the U.S., but also to serve our goal of contributing to the global digital library of theses and dissertations.

The Fall 2006 CNI Task Force Meeting will be held on December 4-5 (Monday and Tuesday) at the Renaissance Washington D.C. Hotel; registration materials were sent recently to designated Task Force representatives. At this year's fall meeting Clifford Lynch will present the 2006-2007 Program Plan during the opening plenary session, and Daniel Atkins will deliver a plenary address in his new capacity as head of the National Science Foundation's Office of Cyberinfrastructure. Ithaka is pleased to announce the availability of the report "Software and Collaboration in Higher Education: A Study of Open Source Software" on its website at: http://www.ithaka.org/strategic/ooss.htm. The report addresses issues related to how and whether a nonprofit facilitating organization might improve the ability of higher education to develop and support open source software for key academic and business needs. The principal investigator for this study was Paul N. Courant of the University of Michigan.

This survey provides up-to-date information about the deployment patterns and strategies for institutional repositories at many of our leading research institutions in the United States and Canada. Readers of CNI-announce who were interested in CNI's 2005 work exploring repository deployment will likely want to review this newer information.
