On 14-16 January 2008 the University of Chicago hosted an NSF-sponsored workshop on Building Effective Virtual Organizations (BEVO). VOs are a key component of the NSF cyberinfrastructure vision, and NSF has been rolling out a number of calls for the establishment of what are essentially disciplinary VOs. Summary: The copyright legislative process in Washington traditionally focuses on increasing the protection provided to copyrights, based on the assumption that this will strengthen the economy. Recent research, however, indicates that exceptions to copyright protection also promote innovation and are a major catalyst of U.S. economic growth. Specific exceptions to copyright protection under U.S. and international law, generally classified under the broad heading of fair use, are vital to many industries and stimulate growth across the economy. In fact, business enterprises that benefit from fair use generate substantial revenue, employ millions of workers, and, in 2006, represented one-sixth of total U.S. gross domestic product. This economic research suggests that future copyright legislation needs to account for these important limitations if the policy-making process is to stimulate growth.

Subject: Seeking response on Duke open source ILS proposal [Note: To express interest, send a message to openlib@duke.edu]

The Duke University Libraries are preparing a proposal for the Mellon Foundation to convene the academic library community to design an open source Integrated Library System (ILS). We are not focused on developing an actual system at this stage, but rather blue-skying on the elements that academic libraries need in such a system and creating a blueprint. Right now, we are trying to spread the word about this project and find out if others are interested in the idea.

We feel that software companies have not designed Integrated Library Systems that meet the needs of academic libraries, and we don’t think those companies are likely to meet libraries’ needs in the future by making incremental changes to their products. Consequently, academic libraries are devoting significant time and resources to try to overcome the inadequacies of the expensive ILS products they have purchased. Frustrated with current systems, library users are abandoning the ILS and thereby giving up access to the high quality scholarly resources libraries make available.

Our project would define an ILS centered on meeting the needs of modern academic libraries and their users in a way that is open, flexible, and modifiable as needs change. The design document would provide a template to inform open source ILS development efforts, to guide future ILS implementations, and to influence current ILS vendor products.Our goal is not to create an open-source replica of current systems, but to rethink library workflows and the way we make library resources available to our constitutiencies. We will build on the good work and lessons learned in other open source ILS projects. This grant would fund a series of planning meetings, with broad participation in some of those meetings and a smaller, core group of schools developing the actual design requirements document.

Registration Open for NISO's March 14 Digital Preservation Forum

**The National Information Standards Organization (NISO) will host a forum on "Digital Preservation: Planning Today for Tomorrow's Resources," to be held March 14, 2008 in Washington, DC.

With the increasing number of digital objects—both those born digital and those that have been converted to digital formats to enhance access, delivery, and creative use of library collections—the need to focus on how these digital objects themselves will be preserved is paramount. Good business practices require attention to interoperability with various systems and platforms, a focus on accessibility, and use of and attention to formats that will be allow for extensibility and flexibility. By creating well-formed content at the outset and paying attention to digital preservation issues as part of the collection management plan, we can better ensure the longevity of these collections. NISO's Digital Preservation forum will provide insight and allow for further discussion of these issues.**

Closing Plenary: Clifford Lynch, Coalition for Networked Information We're delighted that Clifford Lynch has agreed to close MW2008, with a talk reviewing his experiences and observations while at the meeting. Clifford is one of the best synthetic speakers we know, able to draw together strands from many different perspectives towards our common goal of linking people with content and communities. Clifford will close MW2008 with thoughts about how approaches in the museum community mirror or diverge from others.

January 17, 2008, Washington DC—The Association of Research Libraries (ARL), the University of Virginia Library, the University of Washington Libraries, and the Conference Planning Committee are pleased to issue this call for proposals for the second Library Assessment Conference: Building Effective, Sustainable, Practical Assessment, to be held in Seattle, Washington, August 4–6, 2008. Poster sessions are particularly welcome from attendees and specific time will be set aside for attendees to discuss posters with the presenters. The language of the conference is English (bilingual French/English or Spanish/English posters will also be accepted). LibQUAL+(R) participants are encouraged to submit a proposal that highlights their use of LibQUAL+(R) data, as it relates to one of the conference topics listed below.

CONFERENCE GOAL & AUDIENCE The conference goal is to support and nurture the library assessment community through a mix of invited speakers, contributed papers and posters, workshops, and engaging discussion. GRANT COMPETITION -- ADVANCING KNOWLEDGE: THE IMLS/NEH DIGITAL PARTNERSHIP The National Endowment for the Humanities (NEH) and the Institute of Museum and Library Services (IMLS) invite applications from U.S. nonprofit organizations to a digital humanities grant competition sponsored by the two federal agencies. The grant program, "Advancing Knowledge: The IMLS/NEH Digital Partnership," seeks applications for projects that would explore new ways to share, examine, and interpret humanities collections in a digital environment and develop new uses and audiences for existing digital resources. Grants are intended to spur innovation and new collaborations; advance the role of cultural repositories in online teaching, learning, and research; and develop collaborative approaches involving the scholarly community and cultural repositories for the creation, management, preservation, and presentation of reusable digital collections and products.

Projects must be collaborative with at least one museum, library, or archive as an integral member of the project team. Awards normally are for two years and typically range from $50,000 to a maximum of $350,000. The Library’s Evolving Role in Graduate Education—ARL Releases Article Preprint

Washington DC—Over 100 librarians, administrators, faculty, and others concerned about graduate education participated in the October 2007 forum “Enhancing Graduate Education: A Fresh Look at Library Engagement.” Sponsored by the Association of Research Libraries (ARL) and the Coalition for Networked Information (CNI), the event promoted engagement in conceptualizing the library’s evolving role in graduate education, and it encouraged academic libraries to consider new ways of partnering with the broader graduate-studies community. To extend the reach of this important discussion, ARL has published a report on the forum by Diane Goldenberg-Hart, CNI Communications Coordinator.

Goldenberg-Hart captures the overall theme of the forum when she notes, “The library’s capacity to meet the challenge of continuously changing research priorities and needs will…support and shape the nature of scholarship through the 21st century.” The report goes on to cover each of the four distinct elements of the forum:

While this document apparently came out last year, I had not seen it till very recently, and wanted to be sure that interested CNI-announce readers were also aware of it. Authored by Dan Atkins, Director of the Office of Cyberinfrastructure at the US National Science Foundation, John Seely Brown, former Chief Scientist at Xerox PARC, and Allen Hammond of the World Resource Institutte, the report is titled "A Review of the Open Educational Resources Movement: Achievement, Challenges and New Opportunities".

The Center for Social Media at American University has just put out a very nice report titled "Recut, Reframe, Recycle: Quoting Copyrighted Material in User-Generated Video". While there have been many excellent reports and tutorials on fair use rights for text and to a lesser extent addressing image materials, flim and video have been particularly complex and confusing. This report seems particularly timely given the growing interest in student videos as a mode of expression.

There are also some interesting videos that support and illustrate the report's conclusions.

I want to share this announcement with the CNI-announce readership. I had the wonderful opportunity to be part of the advisory committee for this project, and I think that this report will be very helpful for institutions dealing with audio preservation challenges. It's very pragmatically oriented and informed by a wealth of practical experience at the authoring institutions.

The Sound Directions project at Harvard University and Indiana University announces the publication of Sound Directions: Best Practices for Audio Preservation, which is available as a PDF from www.dlib.indiana.edu/projects/sounddirections/. This 168-page publication presents the results of two years of research and development funded by the National Endowment for the Humanities in the United States. This work was carried out by project and permanent staff at both institutions in consultation with an advisory board of experts in audio engineering, audio preservation, and digital libraries.
