There's a very good, succinct paper from the Congressional Research Service that summarizes the many interactions between generative AI systems (both in terms of the training sets used to develop these systems and the outputs that such systems produce) and copyright law. There are many, many more questions than answers here, but this is a helpful summary of the issues.

Videos should focus on a timely topic or on a specific project related to digital information. We especially invite briefings on recently published reports, and updates on new or ongoing projects, programs, or organizations that may have reported at CNI in the past. We recommend that these videos run no more than 15-20 minutes in length, though longer presentations may occasionally make sense; we leave this decision to the discretion of presenters.

Anyone may propose a pre-recorded project briefing, including groups/individuals from non-member institutions and organizations.

Edition Guide Coalition for Networked Information Pre-Recorded Project Briefing Series February 2023

The February 2023 edition of CNI's Pre-Recorded Project Briefing Series is now available for viewing. This edition includes eleven videos that address a wide range of important developments.

A handful of briefings address the recent and anticipated policies, guidance, and legislation in areas that impact research and information services. Presentations offering insight on these developments include Research Libraries and Section 230 (Katherine Klosek, Association of Research Libraries) and Leverage Libraries to Achieve Historic Progress Toward Digital Equity for All , in which representatives from ACRL and ALA explain the unprecedented opportunity for libraries to benefit from the federal government's historic investments in digital equity, literacy, and inclusion.

Other presentations explore various aspects of repositories, digital preservation and/or research data management: From Publication to Reuse: Making Data in Dryad Data Science Friendly describes Dryad’s new and upcoming capabilities to support data set usability in the wake of new policies from the Office of Science and Technology Policy and funding bodies such as the National Institutes of Health. Speakers from several organizations present Introducing Borealis, the Canadian Dataverse Repository , about a national, bilingual, and multi-disciplinary research data repository service for Canadian researchers. Lastly Archival Resource Key (ARK) Persistent Identifiers Come of Age: 21 Years, 1000 Institutions shares new use cases and provides an update on the project since ARK’s 2020 CNI briefing . Scholarly communication and digital scholarship have long been a core part of CNI’s work, and in this edition, we highlight innovative approaches in these areas: OA Book Usage Data Trust Update: Navigating Open Access (OA) Usage Data Interoperability and Reuse through Community Informed Data Sharing Agreements and Data Trust Participation Rules discusses streamlining book impact reporting and improving publication management. This presentation builds upon a project briefing presented at the Spring 2021 CNI Member Meeting . A team from Caltech explains how A Sustainable, Lightweight Approach to Digital Content Management and Publication dramatically reduces costs compared with existing publishing platforms. The briefing overviews two exemplars: an open access digital textbook and the online publication of Caltech Oral History interviews. In Poised at the Crossroads: Preservation and Public Access to Humanities Research , representatives from Emory University’s Center for Digital Scholarship and the Letters of Samuel Beckett Project discuss their collaboration to preserve and make accessible the complementary primary research that resulted from preparations for the final published volume of Beckett’s letters. In Research Libraries Collaboratively Bridging the Accessible Works Gap , presenters share updates from the ARL-CARL Marrakesh Treaty Implementation project, a follow-on to the spring 2021 briefing . Representatives from the University of Colorado, Colorado Springs discuss their innovative efforts in Decolonization of Academic Research Libraries through Storytelling with a program that centers and celebrates diverse lived experiences through storytelling.

The US National Institutes of Health (NIH) has just issued a public all for comment, closing April 24, 2023, on their draft Plan to Enhance Public Access to NIH-funded Research.

I am delighted to announce the plenary talks planned for CNI’s upcoming Spring 2023 Membership Meeting on April 3–4 in Denver, CO.

Opening Plenary Panel: The Council of Library and Information (CLIR) Postdoctoral Fellows I will moderate the opening plenary, which will feature a panel of four CLIR Postdoctoral Fellows, two from the 2020 cohort to update us since their last panel in Spring 2021 and reflect on their experiences in the program (see: https://www.cni.org/mm/spring-2021/plenary-sessions-s21/clir-fellows-panel ), and two from the 2022 cohort, who will be participating for the first time.

CNI has enjoyed a long and fruitful relationship with the program as part of our commitment to supporting emerging leaders in our community, and we are delighted to directly introduce another outstanding cadre of fellows who are exploring new forms of data-intensive scholarship. We’ll hear about their fascinating work that spans collections, educational and information technologies, and research—which also offers insights into emerging scholarly practices—and about their experiences, challenges, and opportunities. The session will include time for some questions and conversation. The panel features: Portia D. This work has deep connections to many long-standing CNI concerns involving scholarly work in the digital age, digital preservation, and the complex technical and social infrastructure to support these activities.

In today's Federal Register there's a very interesting request for information from the Office of Technology Policy (OSTP) asking for input to help in the development of a National Digital Assets Research and Development Program. The scope is quite wide ranging, covering distributed ledger technologies (including blockchains), decentralized financial systems, and crosscutting issues like security and privacy. A little over a week ago (and my apologies for taking so long to post this here) the US White House, in conjunction with the announcement about the "Year of Open Science" in 2023, issued a really helpful fact sheet (with many links) titled "Fact Sheet: Biden-Harris Administration Announces New Actions to Advance Open and Equitable Research" (January 11, 2023) summarizing a number of recent initiatives by various agencies to advance open research. Note that while these are predominantly science-oriented, they also stress the broader value of open research resources to the nation, and include other research initiatives by agencies such as the National Endowment for the Humanities (NEH). One issue that has been emerging recently on CNI's agenda is the set of challenges around research data retention and how to handle de-acquisition of research data. I hope to convene a discussion of some of these issues later in 2023. Project briefings are typically 30-minute to one-hour sessions that discuss a timely topic or a specific institutional or cross-institutional project related to digital information. In addition, as we did in fall 2022, we will offer the option to propose lightning round presentations (limited to seven minutes, three slides, and a single speaker).

In October 2022 I was fortunate to be able to attend the 3rd Global Research Platform Workshop, which was held in conjunction with the 18th IEEE Conference on E-Science in Salt Lake City, Utah.

I recommend that anyone interested in how research practices in the sciences are changing spend a bit of time looking through some of these presentations ; the scale of data involved in these large scale science projects is genuinely enormous, probably larger than many people currently understand -- I certainly came away from the workshop with an expanded understanding of what the near future holds. It will challenge our networks and our computational, storage and stewardship strategies.
