============================================= The Premise:

Many within the scholarly community have been trying to achieve a large-scale transition to open access (“OA”) to scholarly literature for nearly twenty years. To date, only around 15% of peer-reviewed journal articles are published in fully open-access journals . At this rate, realizing a full OA scholarly universe could take decades. If we within the research community are going to accelerate progress toward free readership for all, we must make critical choices about how we spend our money in supporting OA publishing.

I had the opportunity to participate in an IMLS-funded forum looking at how we might take local name authorities into a much more collaborative and networked environment. This is a theme that is showing up in many discussions about managing names and identities in the emerging environment, and connects to developments in biography and digital humanities as well as discovery environments. The problem is both complex and important.

Bucknell University will host its fifth annual digital scholarship conference (#BUDSC18) from October 5th-7th. The theme of the conference is “Digital Scholarship: Expanding Access, Activism, and Advocacy.”

BUDSC18 will bring together a community of practitioners–faculty, researchers, librarians, artists, educational technologists, students, administrators, and others–committed to promoting access to and through digital scholarship. We consider “access” in the broadest possible terms: accessible formats and technologies, access through universal design for learning, access to a mode of expression, access to stories that might not otherwise be heard or that might be lost over time, access to understanding and knowledge once considered beyond reach.

I’m pleased to announce the publication of the latest E-Content column in EDUCAUSE Review: The May/June 2018 issue. https://er.educause.edu/toc/educause-review-print-edition-volume-53-number-3-may-june-2018 “Empowerment, Experimentation, Engagement: Embracing Partnership Models in Libraries” by Brian Mathews, Stefanie Metko, and Patrick Tomlin describes their innovative work at Virginia Tech. I believe they are doing some of the most wide-ranging and important work in academic libraries today. I am pleased to serve as editor for the column this year and am appreciative of the authors’ efforts.

The Paul Evan Peters Fellowship was established to honor and perpetuate the memory of CNI's founding executive director. The fellowship is awarded every two years to students pursuing graduate studies in librarianship, the information sciences, or a closely related field, who demonstrates intellectual and personal qualities consistent with those of Paul Evan Peters, including:

--commitment to use of digital information and advanced technology to enhance scholarship, intellectual productivity and public life;

A new article by Clifford Lynch, "Practical Consequences of the Elimination of Net Neutrality for the Research & Education Community: A Speculation,” appears in the latest issue of Research Library Issues (RLI), which explores the implications of the US Federal Communications Commission’s (FCC) reversal of its Open Internet Order, with a focus on research libraries and their institutions and users. The reversal, which is set to go into effect on April 23, 2018, will likely undermine net neutrality by allowing internet service providers to block, delay, or prioritize specific content, as well as track, record, and resell usage data. This issue of RLI discusses possible responses the research community and others could take to counteract or overturn the FCC’s recent action.

Call for Proposals BitCurator Users Forum 2018 Living on the Edge: Extending Digital Forensics into New Sectors The BitCurator Consortium (BCC) invites proposals for the 2018 BitCurator Users Forum , to be held September 13-14 at the University of California, Los Angeles. An international, community-led organization with 27 member institutions, the BCC promotes and supports the application of digital forensics tools and practices in libraries, archives, museums, and other cultural heritage organizations.

As cultural heritage institutions borrow and adapt forensic techniques from criminal investigation, repurposing these context-specific forensic tools raises new questions and possibilities for engaging with born-digital materials. We want to hear your experiences and visions of how digital forensics affects your work. In previous BitCurator Users Forums we have focused on sharing strategies, approaches, and best practices for using digital forensics tools and methods within processing workflows in archives, libraries, and museums. While we still encourage proposals in these topic areas, this year we are seeking to expand the scope and discussions on digital forensics to new areas including, but not limited to personal digital archiving, digital humanities research, and data privacy. We particularly welcome participation from organizations and individuals working outside of academic and special collections libraries, as well as individuals working outside of the United States.

Please note that the BitCurator Users Forum is open to all. You don't need to be a BCC member to submit a proposal and/or attend the event.
