The Next Generation Library Publishing project (NGLP) invites community feedback on the draft release of the Values and Principles Framework and Assessment Checklist tools produced to assess and incentivize stronger alignment between publishing tools, services, and platforms and the scholarly communities and publics they ultimately serve. Pending public feedback, we plan to refine and issue this tool in 2021 for broad use.

The Council on Governmental Relations (see www.cogr.edu) has recently issued an interesting (and worrisome) report titled Research Impact under COVID-19: Financial Crisis and the "Pandemic Normal" which seeks to map out the "pandemic normal" for research under COVID-19, and how this differs from normal the normal research environment, and to model the overall impact of COVID-19 on the research enterprise. Their work focuses heavily on extramurally (governmentally) funded research, and as with so much work in this area, emphasizes laboratory based research, so while it does recognize some effects on areas outside of science and engineering, it doesn't spend much time on these disciplines.

The University of California, Berkeley's Center for Long Term Cybersecurity (CLTC) has a rich history of using scenario planning to help understand potential future developments in cybersecurity, recognizing that this is intertwined with many other factors, including shifts in geopolitics, economics, consumer behavior and public opinion, to name only a few. They've just issued a new series of scenarios that look at the effects of the pandemic and its aftermath on cybersecurity. This is a thought provoking read, and not highly technical.

Today, the Association of Research Libraries, the Coalition for Networked Information, and EDUCAUSE released "Future Themes and Forecasts for Research Libraries and Emerging Technologies" by ARL visiting program officer Scout Calvert, a report on two invitational workshops with experts in learning and research applications of emerging technologies. The workshops, held this spring, focused on identifying likely futures for partnerships with libraries.

This work is part of a joint ARL-CNI-EDUCAUSE initiative to advance research libraries’ impact in a world shaped by emerging technologies. OCLC Research has recently made an interesting report titled "Social Interoperability in Research Support: Cross-Campus Partnerships and the University Research Enterprise", authored by Rebecca Bryant, Annette Dortmund and Brian Lavoie, available for downloading. Briefly, this looks at social and organizational issues involved in navigating the various silos that need to work together to support the research enterprise; I think that these issues will definitely resonate with the experience of organizational leaders within many of our member institutions. Social Interoperability in Research Support

The report defines social interoperability and describes the network of campus units involved in major areas of university research support services. It concludes by offering recommendations for cultivating successful cross-campus relationships.

On Thursday, August 27, from 12-1 EDT I'll be participating in a webinar being offered by the US National Academies following on the recent report of the committee report "Lifecycle Decisions for Biomedical Data". I served as a member of this committee. The webinar will focus on implications of this report for repositories, data management and analysis platforms, and storage providers, and I'll be joined by Brian Nosek of the Center for Open Science and Alex Ropelewski of the BRAIN Image Library; Brian and Alex (who were not part of the committee) will comment on the report and its implications for their own projects.

On February 11-12, 2020, the National Library of Medicine (NLM) held a very interesting workshop on the role of what they are terming "generalist" data repositories (as opposed to discipline or sub-discipline specific repositories, possibly further limited to specific types of data sets). I was able to catch only a small part of the workshop, but what I saw was really excellent. NLM has recently issued a summary of the meeting, and the video recordings of the presentations are also available (there are links in the summary). See

This report is particularly salient in conjunction with the work of the recent National Academies Committee on Forecasting Biomedical Data Life Cycle Costs, which recently issued its final report. This report in essence discusses the role of generalist (in the report's language "State 3) vs specialized ("State 2") repositories at great length. I note that Dr. Maryann Martone, who co-chaired the February workshop, served on the National Academies Committee; in the interests of full disclosure, I note I was also a member of this committee. Forecasting Costs for Preserving, Archiving, and Promoting Access to Biomedical Data

This study will develop and demonstrate a framework for forecasting long-term costs for preserving, archiving, and accessing various types of biomedical data and estimating potential future benefits to research.

The OCLC Research Library Partnership has announced a series of webinars, starting in late August, that explore cross-campus collaborations for research support. On July 21, the US National Academies hosted a half-day virtual workshop exploring the issues involved in reopening research universities. I was delighted to see that the Institute of Museum and Library Services has just awarded a National Leadership Grant to a group of collaborators lead by the California Digital Library to advance a program of work towards a National Findings Aids Network, building on a report and strategic plan that I shared with this list earlier. I was particularly pleased to see range of partners playing key roles in this effort, which promises to ensure that it will be well-integrated with other related efforts such as SNAC. I'll try to ensure that the CNI community gets regular updates on this important work.

It's clear that Controlled Digital Lending approaches are proving to be very important in maintaining continuity of research and instruction during the COVID-19 pandemic, when physical collections at many institutions are effectively inaccessible. We heard quite a bit about this in our CNI Spring Executive Roundtables on Research Continuity (see https://www.cni.org/go/what-happens-to-continuity-and-future-of-research), as well as our Roundtable on Acquiring Instructional Materials (see https://www.cni.org/go/new-strategies-for-acquiring-learning-materials).
